Hello a new install I tried the mod you suggested by changing the value to true but made no difference. I made aure the permissions were writable. I can see the backup folder inside the wp-content folder and a very small backup file.
When I try to make a backup any kind, the progress bar never moves and there is a small yellow error sign in the bottom left of the page.
Here is the contents of the Error:

I too am using this on a client site hosted by GoDaddy and have the exact same issue. Is this particular to GoDaddy? Or is there some setting we can change in the PHP?
